The scientific publication is dedicated to the Ukrainian founders of the ideas of natural and physical economy and nation-constructive state-building: Volodymyr Ivanovich Vernadskyi, Serhii Andriyovych Podolinskyi, Mykola Danylovych Rudenko, and Mykola Ivanovich Mikhnovskyi. The collection of essays contains articles by authors published since 2014 in the International Scientific and Practical Journal “Economy and the State”, in the scientific journals “Economic Bulletin of Donbass” and “Bulletin of Economic Science of Ukraine”. The results of the purposeful design of the components of the mechanism of socially adequate management of the systemic interaction of the Center and the Regions of Ukraine as a territorially unified integrated socially oriented state are presented.
Projecting human development covers mainly the processes of self-organization, self-financing and self-management at the regional and local levels of state formation. The expediency of creating and implementing in the state regulation of human development the PPB system: Forecasting – Programming – Budgeting is substantiated. The results of strategic planning of human development in the administrative regions of Podillia, Ukrainian Donbas and Bukovyna are given.
Logistic schemes were designed: assessment of leading elements and main components, effectiveness and efficiency of levers of socially adequate management; flexibility of the functioning algorithm of state regulation of human development; determination of the stages and procedures of a comprehensive assessment of the dynamics of the Regional Human Development Index (HRDI); formation of the financial structure of expenses of budgetary federalism of the unitary state.
The publication is intended for inquisitive youth, cybernetic scientists, philosophers, sociologists, economists, doctoral students, post-graduate and master’s students, public figures and state-makers.
