The first Prime Minister of sovereign, independent and united Ukraine, Vitold Pavlovich Fokin, revealed the nature of the national origins of the Planetary Mission of the idea of physical economics, which ensures the metrological unity of the value and natural-material measurement of production processes and results. The founder of the Institute of Physical Economics named after S. A. Podolynskyi Vasyl Fedosiyovych Stolyarov substantiated the principles of the reference matrix of system analysis and design of human-centered socio-economic development with features of strategizing the energy of social progress and directions of state-building.

Oksana Vyacheslavivna Shynkaryuk and Viktoriya Vasylivna Stolyarova provided the results of exploratory scientific research with the orientation of the post-war worldview of Ukrainian society to the institutionalization of budgetary federalism of a unitary state based on the use of harmonious proportions of the “Golden Ratio” to ensure systemic interaction of Communities, Regions and the Center as a single dynamic whole.

The publication is designed for Ukrainian youth, migrants, cybernetic scientists, philosophers, sociologists, economists, doctoral students, postgraduate students and masters, public figures and state-builders.
